Regional representation models

This isn't posing a question so much as proposing a possible model.
I envision there being regional/country OSI representatives who can be contacted by local organisations or governments to find out what the local OSI membership feeling/position is about things. Possibly even poll the membership with questions posed by the government, and bring the answer back.
Contrariwise, such representatives could keep the local membership informed of both local and global issues, such as votes coming up in the legislature on software requirements, or some sort of significant advancement of open source somewhere else in the world.
Sound useful? Doable?

If OSI will transform into member-based organization, and if it will accept human beings as members (and not only corporations and organizations), then yes, regional/country OSI representatives are *necessary*.
